At this year's Golden Eagle Event on Tuesday, October 13, inside Lambeau Field, Bay-Lakes Council will be celebrating the partnership between Scouting America and the United States of America to celebrate the 250th anniversary of our country. We sought out nominations for outstanding individuals in the Bay-Lakes Council service area who dedicate themselves to serving others through the military, law enforcement, firefighting, emergency response, healthcare, and our schools.
Military
Ben Oakes, Navy
Ben was active in Scouting with Cedarburg Troop 830, where he earned the rank of Eagle Scout and attended Philmont in 1994. He went on to graduate from the United States Naval Academy in 1999 and build a distinguished career as a Surface Warfare Officer. After retiring from the U.S. Navy as a Captain in 2025, he began a new chapter of his service career in education as the Chief Operating Officer of the Virginia Beach school system.
Notable Contributions/Awards:
- Commanded several Navy ships, including the USS Pinckney, a destroyer, and the USS New York, an amphibious ship.
- Served a distinguished career as a Surface Warfare Officer and retired from the Navy with the rank of Captain.
- Transitioned from military service to education at the VIrginia Beach school system.

Brian Blahnik, Army
Brian is the Lead Consultant and Owner of The Service Xchange by BLAHNIK, LLC, with more than 35 years of experience in nonprofit leadership and national service. An Eagle Scout and graduate of UW-Eau Claire, he has built a career centered on developing opportunities for young people, serving his community, and supporting national service programs. He is on the WI Timber Rattlers Give Back Foundation and Bay-Lakes Council Board of Directors.

- Founded Wisconsin Army Cadets in 1992 when asked by the 1/128th Infantry to establish a cadet program to educate youth about military careers. He is Commanding Officer and Senior Military Advisor.
- Served as Director of AmeriCorps at Marshfield Clinic Health System from 2000-2021.
- Served as Camp Director at Camp Rokilio in 1994 and 1995.

Brian Rollefson, Air Force
Brian served in the United States Air Force from June 1994 to August 2015, specializing in the Air Transportation career field. He consistently demonstrated exceptional leadership and dedication as the Commandant of a fully-accredited Airman Leadership School at Cannon Air Force Base in Clovis, New Mexico. Today, he works as Director of Human Resources for the City of Green Bay and is on the Bay-Lakes Council Board of Directors.

Chris Berkers
As President of Old Glory Honor Flight, Chris is dedicated to honoring the service and sacrifices of current and former military personnel. Through his leadership, veterans are given opportunities to visit significant memorials and receive the recognition and welcome home they deserve. His work also helps educate communities about the lasting impact of military service and the experiences of veterans and their families.

- Helps organize trips for veterans to Washington D.C. to visit memorial dedicated to their service, as well as trips for 9/11-era veterans to New York.

Chris Lauerman, Army
Chris has demonstrated strong commitment to leadership, mentorship, and service through his involvement with the Wisconsin Army Cadets Explorer Post 9899 and the Wisconsin Army National Guard. After developing his leadership skills as a youth participant, he transitioned into adult leadership and took on increasing responsibility within the Explorer program. His dedication reflects a lasting commitment to leadership.

Dan Smith, Coast Guard
Dan served a 20-year career in the United States Coast Guard from 2005 to 2025, working in law enforcement, maritime security, training, and search and rescue. Through his career, he served in assignments in the Arctic, Middle East, South and Central America, Europe, Africa, and Asia. His career included extensive work in military and international partners, protecting maritime infrastructure, and enforcing maritime laws.

- Served with the Maritime Security Response Team, conducting anti-terrorism operations.
- Spent an average of 270 days overseas each year with the Mobile Training Branch, training thousands of students from more than 30 partner nations.
- Successfuly coordinated search and rescue operations for Lake Michigan, Green Bay, and more.

Jacob Neuburg, Army
Jacob has served in the United States Army since 2017, building a career focused on specialized military operations and disaster response. After beginning his service as a Multiple Launch Rocket System crew member, he later reclassified as a Prime Power Specialist. In this role, he has supported communities affected by natural disasters through missions with the U.S. Army Corps of Engineers and FEMA.

- Completed his initial training at Fort Sill, OK, and served his first assignment at Camp Casey, Korea, as a Multiple Launch Rocket System crew member.
- Selected for the Fort Still Half-Section, a ceremonial unit that cared for and performed with horses.

Jason Stock, Air Force
Jason served in the United States Air Force from June 1992 to September 2015 as an Air Transportation Logistician, including multiple deployments in support of Operations Iraqi Freedom and Enduring Freedom. Following his military career, he continued his commitment to service through his work in defense and quality assurance. He earned a Bachelor's degree in Business Administration from Trident University.

Kaylee Kosik, Navy
Kaylee has served in the United States Navy as an Intelligence Specialist since 2022. A lifelong Scout, she has continued to apply the leadership, teamwork, and service values developed through Scouting to both her military career and ongoing involvement with youth. Her dedication to serving others extends from her military responsibilities to supporting Scouts that are stationed overseas.

Logan Besaw, Navy
Logan graduated from Cedarburg High School before attending UW-Stevens Point, where he earned a Bachelor's degree in Mathematics and Physics. He went on to serve in th U.S. Navy's Nuclear Program, including a deployment aboard a nuclear submarine, and advanced to the rank of E-7. Following his Navy career, he continued working in the nuclear field and is currently pursuing a Master's degree in Nuclear Engineering at Penn State.

Matt Cain, Army
Matt currently serves as the Commanding General of the 364th Expeditionary Sustainment Command. Commissioned through Marquette University Army ROTC program in 1997, he has built a distinguished military career in Field Artillery sustainment operations. He holds a Bachelor's degree in Criminal Justice from UW-Milwaukee and a Master's degree in National Security Strategy from the National War College.

Matt has a distinguished background in both military service and education. He began his military career through Army ROTC and went on to serve for 20 years in the Army Reserve and National Guard, retiring as a Major. His combined experience reflects a strong commitment to serving and developing others.

Reive Pullen, Marines
Reive is a United States Marine, Eagle Scout, and lifelong Wisconsinite with a background in military service, public safety, and entrepreneurship. He served in the Marine Corps Reserve with Fox Company, 2nd Battalion, 24th Marines in Milwaukee while balancing his service with his education and career. He earned an Associate's degree in Criminal Justice from Fox Valley Technical College and has remained active in his community.

Tim Feldhausen, Navy
Tim is a former commissioned officer in the United States Navy and offshore sailor who dedicated his life to service, education, and community involvement. He attended the U.S. Naval Academy in Annapolis, Maryland, and later graduated from St. John's College. He went on to earn his Law Degree with Honors from the George Washington Law School. He remains actively involved in his community.

Tim Zadalis, Air Force
Tim is a senior defense advisor, mentor, and subject matter expert supporting United States Air Force and Space Force programs. He retired from the Air Force in 2017 after a distinguished career that culminated as Vice Commander of Air Forces in Europe and Africa. Today, he continues to serve through community leadership supporting Air and Space Forces, veterans, students, and missing service member recovery efforts.

Amee Dulmes
Amee serves as the district-wide McKinney-Vento Liasion for the Sheboygan Area School District, where she advocates for students and families experiencing homelessness and housing instability. Her work mainly focuses on removing barriers that can prevent students from fully participating in their education and ensuring that they have access to the resources and support they need.

Dana Martin
Dana is an active Den Leader with Pack 4107 of the Howard-Suamico area, and currently leads the Bear Den. She is a teacher at Bay View Middle School, where she teaches 7th and 8th grade. Through both Scouting and education, Dana is committed to creating positive, inclusive, and encouraging environments where children feel supported and empowered to grow. Her compassion, positivity, and dedication leave a lasting impact.

Emily has dedicated nine years to serving young people as a Camp Staff Member at Camp Rokilio and Gardner Dam Adventure Base, where she has served as Aquatics Director for most of her time on staff. She also serves as a lifeguard in her local community, reflecting her continued dedication to safety and service.

As a graduate and current Principal of Appleton West High School, Josh leads a strong community of students, staff, and parents. He began his career as an EL and Social Studies teacher at Madison LaFollette High School, where he also coached football and wrestling.

Kollen Kellner
Kollen has been involved in Scouting and earned the rank of Eagle Scout at age 14 and continues to support youth through education and mentorship. He has been a dedicated educator since 2021 and currently teaches 8th grade Social Studies at Vel Phillips Middle School in Oshkosh, Wisconsin. Outside of the classroom, Kollen enjoys coaching and helping young people reach their full potential.

Mark Heck
Mark is the lead and face of PACE, a partnership between the Pulaski Community School District and the Pulaski Community. Through PACE, he brings together community and school district resources, facilities, talents, and ideas to create opportunities that benefit students and community members. His work has made facilities and resources more accessible while strengthening connections.

- Provides opportunities for two Scouting America troops and Cub Scout Packs to utilize school buildings and grounds for meetings, outdoor learning, and volunteer activities.

Michael Thunes
Michael has been involved in Scouting throughout his life, from Tiger Cub to Eagle Scout. He has dedicated nearly two decades to supporting Scouting as both a camp staff member and leader, including 10 years as Camp Director at Camp Rokilio and Gardner Dam Adventure Base. Outside of Scouting, Michael has been a Technology Education teacher at Menasha High School, where he encourages students to pursue hands-on learning.

Nicole Tierney
Nicole is a third-grade teacher at Sandy Slope Elementary School in Appleton, Wisconsin, with nearly 20 years of experience teaching at the elementary and middle school levels. Before entering education, she worked in the mental health field and has since taught in De Pere, Kaukauna, Oshkosh, and Appleton. She is passionate about building lasting relationships with students and helping them develop both academically and personally.

Andy Opperman
With over 20 years of law enforcement experience, Andy currently serves as Investigation Captain for Green Bay Police Department. He holds a Bachelor's degree in Criminal Justice, is a Wisconsin Certified Unified Tactics Instructor at NWTC, and has earned numerous law enforcement certifications. Throughout his career, he has demonstrated a strong commitment to leadership, service, and his community.

Jason Zipperer
Jason is a 27-year law enforcement veteran and longtime Scouting America leader. He has been involved with Bay-Lakes Council for more than 10 years and currently serves as Scoutmaster for Troop 925, Assistant Cubmaster and Dean Leader for Family Pack 3940, and adviser for Beshkno Order of the Arrow. Jason serves with the Two Rivers Police Department, where he has held a variety of roles in public safety and service.

- Serves on the Bay-Lakes Council Trading Post Committee, created the Camp Challenge Coins, and volunteers at Camp Rokilio.

Kurt Zempel
Kurt has dedicated more than two decades to serving his community through the Sheboygan Police Department, advancing through a variety of roles before becoming Chief of Police. His career has included patrol, investigations, specialized teams, and department leadership. He has demonstrated a consistent commitment to leadership, responsibility, and serving others.

- Served as Scoutmaster for his two sons, helping both achieve the rank of Eagle Scout.

Marshall Hermann
Marshall has dedicated 25 years to public service with Ozaukee County Sheriff's Office. He has progressed through the variety of roles throughout his career, developing extensive experience in investigations, specialized response, and law enforcement leadership. He is a graduate from the FBI National Academy and Northwestern University's School of Police Staff and Command.

- Served on the Ozaukee County Anti-Drug Task Force, Special Response Team, DEA Milwaukee District Office and Clandestine Laboratory Response Team.

Matt Roe
Matt is an Eagle Scout originally from Crossville, Tennessee, with Troop 172. His experience as an Exploring Cadet and participating in police ride-alongs led him to a career in law enforcement. He became a School Resource Officer in Tennessee in 2016 before moving to serve with the Menasha Police Department. He has also been involved in three tornado relief responses and currently works to expand the Exploring program.
Notable Contributions/Awards:
- Became an Eagle Scout through Troop 172 and began his law enforcement career through the Exploring program.
- Coordinated Menasha's tornado relief efforts last summer, working with community organizations and the press.
- Advocates for the Exploring program and and believes it is a pipeline for future police officers throughout the Fox Valley.

Polly Olson
Polly is the first female Chief of Police in Appleton, where she has dedicated her career to serving the community. After earning a degree in biology and working for the coroner's office, she discovered her calling in law enforcement and joined the department as a patrol officer in 2001. She advanced through the ranks before becoming Chief in 2023. Her career has focused on community care, crisis intervention, and more.

- Leads with humility, compassion, and an open mind. She makes time to listen, share her experiences, and support her team and community.
- Committed to encouraging more women to pursue careers in law enforcement. She provides one-on-one mentorship to female colleagues and is building a supportive network of policewomen.

Fire Safety
Adam Vandenbush
Adam serves with the Green Bay Metro Fire Department, where he has worked since 2009, following an earlier career as a carpenter and volunteer firefighter. He has held numerous roles supporting both Cub Scouts and Scouts BSA, and helped establish a girls' troop, contributed to district-level initiatives, and supported the development of Scouting opportunities for more young people.
Notable Contributions/Awards:
- Has served as assistant Scoutmaster, committee chair, committee member, district activity member, and chartered organization representative. He founded Girls Troop 1401 in 2018 and received the George Meany award in 2021.
- Was a volunteer firefighter with Bellevue Fire, and received the Distinguished Service Medal in 2015.
- Serves as a district commissioner for the North Shore Sanitary District in the Town of Little River and is Vice President of the Wellness Command Post.

Becca Caswell
Becca has dedicated five years to serving youth as a Camp Staff Member at Camp Rokilio and Gardner Dam Adventure Base. Brad is an emergency physician at Bellin Hospital in Green Bay and serves as President of Bellin Health's emergency medicine group. He has built a career centered on medicine, education, and service.
