At this year's Golden Eagle Event on Tuesday, October 13, inside Lambeau Field, Bay-Lakes Council will be celebrating the partnership between Scouting America and the United States of America to celebrate the 250th anniversary of our country. We sought out nominations for outstanding individuals in the Bay-Lakes Council service area who dedicate themselves to serving others through the military, law enforcement, firefighting, emergency response, healthcare, and our schools.
Military
Brian Blahnik (ret), Army
Brian is the Lead Consultant and Owner of The Service Xchange by BLAHNIK, LLC, with more than 35 years of experience in nonprofit leadership and national service. An Eagle Scout and graduate of UW-Eau Claire, he has built a career centered on developing opportunities for young people, serving his community, and supporting national service programs. He is on the WI Timber Rattlers Give Back Foundation and Bay-Lakes Council Board of Directors.
Notable Contributions/Awards:
- Founded Wisconsin Army Cadets in 1992 when asked by the 1/128th Infantry to establish a cadet program to educate youth about military careers. He is Commanding Officer and Senior Military Advisor.
- Served as Director of AmeriCorps at Marshfield Clinic Health System from 2000-2021.
- Served as Camp Director at Camp Rokilio in 1994 and 1995.

Brian Rollefson (ret), Air Force
Brian served in the United States Air Force from June 1994 to August 2015, specializing in the Air Transportation career field. He consistently demonstrated exceptional leadership and dedication as the Commandant of a fully-accredited Airman Leadership School at Cannon Air Force Base in Clovis, New Mexico. Today, he works as Director of Human Resources for the City of Green Bay and is on the Bay-Lakes Council Board of Directors.

- Received the First Sergeant of the Year Award.

Chris Berkers
As President of Old Glory Honor Flight, Chris is dedicated to honoring the service and sacrifices of current and former military personnel. Through his leadership, veterans are given opportunities to visit significant memorials and receive the recognition and welcome home they deserve. His work also helps educate communities about the lasting impact of military service and the experiences of veterans and their families throughout the years.

Chris Lauerman, Army
Chris has demonstrated strong commitment to leadership, mentorship, and service through his involvement with the Wisconsin Army Cadets Explorer Post 9899 and the Wisconsin Army National Guard. After developing his leadership skills as a youth participant, he transitioned into adult leadership and took on increasing responsibility within the Explorer program. His dedication reflects a lasting commitment to leadership.

Dan Smith, Coast Guard
Dan served a 20-year career in the United States Coast Guard from 2005 to 2025, working in law enforcement, maritime security, training, and search and rescue. Through his career, he served in assignments in the Arctic, Middle East, South and Central America, Europe, Africa, and Asia. His career included extensive work in military and international partners, protecting maritime infrastructure, and enforcing maritime laws.

- Spent an average of 270 days overseas each year with the Mobile Training Branch, training thousands of students from more than 30 partner nations.

Hayden Rose, Army
Hayden graduated from the Virginia Military Institute in May 2026, where he developed a strong foundation in military leadership and service through the Army ROTC program. He was commissioned as a Second Lieutenant in the United States Army upon graduation and has committed to serving on Active Duty. His experiences at VMI also included providing emergency medial assistance to his community.

- Will begin the Basic Officer Logistics course at Fort Lee, Virginia, followed by the Naval School Explosive Ordnance Disposal course at Eglin Air Force Base in Florida.

Jason Stock (ret), Air Force
Jason served in the United States Air Force from June 1992 to September 2015 as an Air Transportation Logistician, including multiple deployments in support of Operations Iraqi Freedom and Enduring Freedom. Following his military career, he continued his commitment to service through his work in defense and quality assurance. He earned a Bachelor's degree in Business Administration from Trident University.

Kaylee Kosik, Navy
Kaylee has served in the United States Navy as an Intelligence Specialist since 2022. A lifelong Scout, she has continued to apply the leadership, teamwork, and service values developed through Scouting to both her military career and ongoing involvement with youth. Her dedication to serving others extends from her military responsibilities to supporting Scouts that are stationed overseas.

Matt Cain, Army
Matt currently serves as the Commanding General of the 364th Expeditionary Sustainment Command. Commissioned through Marquette University Army ROTC program in 1997, he has built a distinguished military career in Field Artillery sustainment operations. He holds a Bachelor's degree in Criminal Justice from UW-Milwaukee and a Master's degree in National Security Strategy from the National War College.

Matt has a distinguished background in both military service and education. His combined experience reflects a strong commitment to serving and developing others.

He earned an Associate's degree in Criminal Justice from Fox Valley Technical College and has remained active in his community.

Tim Zadalis (ret), Air Force
Tim is a senior defense advisor, mentor, and subject matter expert supporting United States Air Force and Space Force programs. He retired from the Air Force in 2017 after a distinguished career that culminated as Vice Commander of Air Forces in Europe and Africa. Today, he continues to serve through community leadership supporting Air and Space Forces, veterans, students, and missing service member recovery efforts.

Dana Martin
Dana is an active Den Leader with Pack 4107 of the Howard-Suamico area, and currently leads the Bear Den. She is a teacher at Bay View Middle School, where she teaches 7th and 8th grade. Through both Scouting and education, Dana is committed to creating positive, inclusive, and encouraging environments where children feel supported and empowered to grow. Her compassion, positivity, and dedication leave a lasting impact.

Josh Chudacoff
As a graduate and current Principal of Appleton West High School, Josh leads a strong community of students, staff, and parents. Prior to his current role, he served as Associate Principle for 17 years at Green Bay West, Kaukauna, and Appleton North High Schools. He began his career as an EL and Social Studies teacher at Madison LaFollette High School, where he also coached football and wrestling.

Kollen Kellner

He has been a dedicated educator since 2021 and currently teaches 8th grade Social Studies at Vel Phillips Middle School in Oshkosh, Wisconsin. Outside of the classroom, Kollen enjoys coaching and helping young people reach their full potential.

Laura has dedicated 27 years to educating second-grade students in the Appleton Area School District, combining strong academic instruction with empathy and a commitment to helping every student succeed along with supporting her community. Her dedication extends beyond the classroom, through 15 years of service to her local Scout Pack and Troop as a parent volunteer and assistant to the Scoutmaster.

Mark Heck
Mark is the lead and face of PACE, a partnership between the Pulaski Community School District and the Pulaski Community. Through PACE, he brings together community and school district resources, facilities, talents, and ideas to create opportunities that benefit students and community members. His work has made facilities and resources more accessible while strengthening connections.

- Provides opportunities for two Scouting America troops and Cub Scout Packs to utilize school buildings and grounds for meetings, outdoor learning, and volunteer activities.

Michael Thunes
Michael has been involved in Scouting throughout his life, from Tiger Cub to Eagle Scout. Outside of Scouting, Michael has been a Technology Education teacher at Menasha High School, where he encourages students to pursue hands-on learning.

Nicole Tierney
Nicole is a third-grade teacher at Sandy Slope Elementary School in Appleton, Wisconsin, with nearly 20 years of experience teaching at the elementary and middle school levels. Before entering education, she worked in the mental health field and has since taught in De Pere, Kaukauna, Oshkosh, and Appleton. She is passionate about building lasting relationships with students and helping them develop both academically and personally.

Andy Opperman
With over 20 years of law enforcement experience, Andy currently serves as Investigation Captain for Green Bay Police Department. He holds a Bachelor's degree in Criminal Justice, is a Wisconsin Certified Unified Tactics Instructor at NWTC, and has earned numerous law enforcement certifications. Throughout his career, he has demonstrated a strong commitment to leadership, service, and his community.

Jason serves with the Two Rivers Police Department, where he has held a variety of roles in public safety and service.

Kurt Zempel
Kurt has dedicated more than two decades to serving his community through the Sheboygan Police Department, advancing through a variety of roles before becoming Chief of Police. Matt Roe
Matt is an Eagle Scout originally from Crossville, Tennessee, with Troop 172. His experience as an Exploring Cadet and participating in police ride-alongs led him to a career in law enforcement. He became a School Resource Officer in Tennessee in 2016 before moving to serve with the Menasha Police Department. He has also been involved in three tornado relief responses and currently works to expand the Exploring program.

- Became an Eagle Scout through Troop 172 and began his law enforcement career through Exploring.

Polly Olson
Polly is the first female Chief of Police in Appleton, where she has dedicated her career to serving the community. After earning a degree in biology and working for the coroner's office, she discovered her calling in law enforcement and joined the department as a patrol officer in 2001. She advanced through the ranks before becoming Chief in 2023. Her career has focused on community care, crisis intervention, and more.

- Leads with humility, compassion, and an open mind. She makes time to listen, share her experiences, and support her team and community.

Brian Zak
Brian is a lifelong resident of Baileys Harbor who has dedicated much of his life to serving his community. An Eagle Scout with Troop 1029, he continued his commitment to service through more than three decades with the Baileys Harbor Fire Department and leadership with the Door County Fire Chiefs Association. Throughout his professional and community service, Brian has ensured that is community is prepared to respond.
Notable Contributions/Awards:
- Served with the Baileys Harbor Fire Department beginning in 1986 and most recently as President of the Door County Fire Chiefs Association.
- Played an active role in the reconstruction of the Baileys Harbor Fire Station, helping create a facility capable of supporting and serving as a safe location during disasters.

Eli began his Scouting journey as a Tiger with Troop 73 and earned the rank of Eagle Scout in 2024. A graduate of Appleton North High School, he currently attends Fox Valley Technical College while working and completing his training to become a firefighter/paramedic. His experiences in Scouting have helped shape his commitment to servant leadership and inspired him to pursue a career focused on helping others.

Eric serves as Assistant Chief of Operations for the Green Bay Metro Fire Department and is a 21-year veteran of the department. He holds a Bachelor's degree in Fire & Emergency Response Management and is currently in the Executive Fire Officer Program through the National Fire Academy. He is recognized for his strategic planning, organization, team development, and leadership, while also remaining active in supporting his community.

Eric Peil (ret), Army
Eric dedicated his career to leadership and service through both his military and civilian work. He served in the U.S. Army and Army Reserve for 25 years, He and his wife, own and operate two businesses; Peil Construction and Peil Sanitation LLC. He has devoted more than two decades to the Baileys Harbor Fire Department, where he currently serves as Fire Chief and Emergency Medical Responder.

Pat O'Hern
Pat grew up in Southern Door County, where he learned the value of community service. He is a Life Scout and Brotherhood member of the Order of the Arrow—he continued this commitment to service through his military, professional, and community career. After a 35-year career with Bay Shipbuilding Corp., he retired as Vice President and General Manager and remains actively involved in organizations throughout Door County.

Ray is a 21-year veteran of the Green Bay Metro Fire Department and currently serves as Chief, leading a department of 217 employees across nine stations. He holds a Bachelor's degree in Fire Department Management and several certifications from the National Fire Academy. Throughout his career, Ray has demonstrated a commitment to leadership, strategic planning, and serving his community.

Brad Burmeister
Brad is an emergency physician at Bellin Hospital in Green Bay and serves as President of Bellin Health's emergency medicine group. He has built a career centered on medicine, education, and service. Brad earned a biochemistry degree from UW-La Crosse, an M.D. from Michigan State University, and an MBA from the UW MBA Consortium. He also serves as an Adjunct Assistant Professor at the Medical College of Wisconsin.

Kaylyn Marshall
Kaylyn earned her Bachelor's degree in Nursing from Concordia University in Mequon and went to work in neurology positions in Michigan and Texas. In 2017, she joined Froedtert's liver and kidney transplant ICU, and in 2020 completed her Master's degree through Marquette University to become a Nurse Practitioner. She now serves on the neuroscience ICU team at Froedtert, working with neurology and neurosurgery patients.

Marty grew up in Oshkosh, where his family dedicated their lives to serving the hungry, homeless, and those in need of medical care. From a young age, he followed their example of service through Scouting and his career in emergency medical services. Matt Weyer
Matt is a Certified Anesthesiologist Assistant at the Medical College of Wisconsin, where he also serves as an Assistant Professor focused on simulation education. He currently lives in Wauwatosa near his family in Cedarburg.

Max learned the importance of blood donation from an early age after having open-heart surgery at just four months old, followed by heart surgeries for his brother and father in the following years. When he turned 16, he decided to turn his Eagle Scout project into a blood drive. Max now works with Versiti to sponsor blood drives and volunteer at mobile drives and the Reed Avenue blood center in Manitowoc.
